The “Betalingskort” is a prepaid debit card for people who are going to receive money from the state, but do not have a bank account.
The reason we have sent you Betalingskortet
The Norwegian Agency for Public and Financial Management (DFØ) has sent you the card.
We sent you the card because a government agency intends to make a payment to you but do not know your bank account number.
You will receive money from government agencies such as the Norwegian Labour and Welfare Administration (NAV), the Norwegian Tax Administration (“Skatteetaten”), the Norwegian State Housing Bank (“Husbanken”), and the Norwegian Health Economics Administration (HELFO) paid on to this card.
Only government agencies can transfer money to this card.
If you have a bank account
If you do in fact have a bank account, you must notify the agencies that pay money to you. Then you can have the money transferred to your bank account instead.

How to use your “Betalingskort” card
You can use this card to:
- pay in most shops in Norway
- You can withdraw cash free of charge in shops that offer cash services
- A map showing shops offering in-store cash services (Kontanttjenester i butikk) can be found on this web page
- You can withdraw cash from ATMs (cash machines), but here a fee will be applied
You cannot use the “Betalingskort” card to:
- shop online
- pay bills
- transfer money via Vipps
- pay abroad
- transfer money to the card
- pay contactless (i.e. tap) on a card terminal
You can see how much money you have left on the card (the balance) at any ATM. You can also check your balance in the “Prepaid Saldo” app.
Checking the balance in the phone app
In the app “Prepaid Saldo”, you can see how much money is left on the card (the balance), money you have received and money you have spent (transactions).
You can download this app from the App Store (if you have an iPhone) or Google Play (if you have an Android phone).
You cannot use the app to pay bills or transfer money to other accounts.
Activate the app using your mobile phone number and the number on the back of the card.
Important information about PIN codes
- The PIN code for the card will be sent to you in a separate letter.
- You cannot choose the PIN code yourself.
- You must memorise your PIN code – do not write it down.
- Do not share your PIN code with others.
- Always make sure no one is watching when you enter your PIN code.
- If you lose your card or your PIN code, call us on telephone number (+47) 404 09 820. We will then send you a new card and a new PIN code.
If you lose your card
If you lose your card, call us on telephone number (+47) 404 09 820.
If you lose your card and it is used, the money spent will not be refunded to you. It is therefore important that you call us as soon as you realise that you have lost your card.
It does not cost anything to get a new card if you lose your card. When you receive your new card, you will also receive a new PIN code, which will be sent in a separate letter.
Withdrawing cash
You can use your “Betalingskort” card to withdraw cash at any ATM / cash machine. When you withdraw cash, the owner of the ATM may charge you a fee from February 20th 2024. You can withdraw up to NOK 9900; at a time. It is possible to withdraw the same amount several times at a single ATM.
You can also take out cash at any shop that offers cash services. This includes all Menu and Kiwi supermarkets, almost all Spars, and some Joker shops. Look for the sign “Kontanttjenester i butikk” [in-store cash services] and say that you want to take out money. You can take out up to NOK 10,000 in shops that offer cash services. You do not need to buy anything to use this service.
In many shops, you can also take out small amounts of cash when you buy something. It is up to the staff in the individual shop whether you can take out cash and how much. In most shops, this is usually limited to a few hundred kroner.

If you have any questions about money you have received on to your card, you must contact the agency that transferred the money to you. For example, you might have questions about:
- what the payment is for
- when you can expect the money to be on the card
- whether the amount is correct
